Every "how to" I read (Word 2003) says that after going to File, New to open
a template, under "General" there will be something that says “Templates on
Office Online” or "on my computer." I can find neither. Am I looking in the
right place? I've looked on my computer at home and at work and don't see
either of those options.

You won't see this in the FileNew dialog (which is where you would be seeing
General), but the New Document task pane should show that line (under the
box for "Search online for"). The task pane is what you get by default when
you use File | New... If you're getting the dialog instead, then you have
substituted the FileNewDialog command for the FileNew command on the File
menu.
