Default Unable to send mail using Outlook Express

I can receive mail but cannot send any using Outlook
Express. I receive the message below (I replaced the
actual address with the word 'name'). Any thoughts?

The message could not be sent because one of the
recipients was rejected by the server. The rejected e-
mail address was 'name.rr.com'. Subject ' (no
subject)', Account: 'pop.nycap.rr.com',
Server: 'smtp.nycap.rr.com', Protocol: SMTP, Server
Response: '550 5.7.1 name.rr.com... Relaying denied. IP
name lookup failed [162.70.252.56]', Port: 25, Secure
(SSL): No, Server Error: 550, Error Number: 0x800CCC79

Normally that would mean that the server you are trying to use isn't
configured to recognize your connection as local. Sam Spade tells me that
[162.70.252.56] is not a RoadRunner IP address. Was that the address you had
when you attempted to send the email? If so, that is why you got the relay
error. RoadRunner probably only expects to relay for RoadRunner connected
computers.
