when I select 11 x 17 size paper, publisher goes from one page to tiles

That's what happens when you select 11 x 17 _pages_, without changing
the paper size. Page size and paper size are chosen separately in
Publisher; you can put a small publication on larger paper, or span a
smaller publication across many sheets.

Your page size is selected in File Page Setup. Where to set the paper
size changes from version to version; either File Print Setup or File
Page Setup Printer and Paper.
