Word 2003 Page Border Tab Greyed Out Not Available

I have a weird error in Word 2003. When I go to Format/Borders and
shading, the 'Page Border' tab is greyed out and not availabe. I
cannot find any solution searching Google for an answer. I have found
a workaround, when I run winword /a it does appear, but I am looking to
affect a permanant solution. Does anyone have an idea to correct this
issue? Thank you in advance for any help you can offer me.

Rename your normal.dot template as described in the "Creating a new
Normal.dot from scratch" section in
http://word.mvps.org/FAQs/AppErrors/...ocNotBlank.htm , and use the
Organizer to copy your customizations from the old normal.dot template
to the new one.
