Default Outlook 2007 Stuck in Configure

I'm using Windows XP and have recently upgraded from Office 2003 to Office
2007. Everything works fine except for Outlook. Whenever I try to open it,
it gets stuck in Configuring Outlook. I've even tried leaving it run all
night and it's not just slow -- it's stuck. I've uninstalled and
re-installed Office, tried setting up a new mail account, tried a new .pst
and nothing works.

I will say that periodically Outlook will open in Safe Mode. Usually it's
after I re-start my computer, try it once and get stuck, use
"ControlAltDelete" to get out and then try again. When I check in Help, it
has disabled the following add-ins:

irisms32.dll msntbforoutlook.dll wltbforoutlook.dll

I've gone into Privacy (?) and disabled those add-ins manually, but I'm
still having problems. I submitted a request to Microsoft for help and need
to answer them, but I can't get Outlook to open even in Safe Mode now. Is
there a way to force it open in Safe Mode? I need to forward that Microsoft
e-mail to a different address so I can research their questions and get it
answered.
