Is OWA a separate program that needs to be purchased from Microsoft, or does
it come with exchange. In other words, what do I need to have in order to
utilize and set up Outlook Web Access?

OWA is a function of Exchange. Whether or not it's set up with Exchange is
at the discretion of the company and Exchange Admin.

If it is set up, how it's accessed is a question for your Exchange Admin.
You likely have to be added to a list of allowable users, it may require a
SecuRemote keyfob, or other security methods. .
