Default How to Decline meeting but not take off calendar

I would like to decline a meeting, but have it remain on the calendar. Our
declined meetings are kept on the calendar (showing time as free) so it is
known what other meetings are taking place that the COO cannot attend. Now,
I decline the meeting which does not add it to the calendar. I then go back
and manually add the meeting as free.

There's a setting at Tools | Options | Email...| Advanced email Options |
where you can untick the "Delete meeting request from inbox when responding"
