I have created a text box on an Excel 2000 chart linked to
a cell on a work sheet. The cell on the work sheet uses
conditional formatting to change the number color to red
or green. The text box on the chart will show the new
value but not the color. What's wrong?

nothing's wrong - conditional formatting applies only to cells.

You can get the same effect if you use the Camera tool
(Tools/Customize/Commands, drag Camera to a toolbar or menu).

Select the cell, take a picture using the camera tool, and paste it
into the chart. The picture will show the current contents of the
cell, including formatting.

Or to avoid messing with tool bar: hold down Shift before using menu's Edit
item and locate Copy Picture.
