Default Inserting video for an .mht newsletter

Is it possible to insert a video clip into a Publisher file, generate an .mht
and then send the .mht as a newsletter? I know you can link to video for a
website, but I am wondering what happens if you try to compile it to an .mht
and you aren't linking to an actual server.

I doubt if you could get it to work correctly, and even if you could it
wouldn't be a good idea in my opinion. The file size would be way too large
for an email message even for those who have a broadband connection. And
people who use a dial-up connection would end up cursing you as they waited
and waited for the message to download. People with a high speed connection
tend to forget that it can take 5 minutes or more per megabyte for those
people getting by with a dial-up connection. Your video clip is likely to be
many megs in size. Better to just link to the video file and give the option
of downloading it or not.
