Is it possible to make your activeX controls fall into the category of "signed macros from trusted sources" so that they will not be disabled in High security?

This isn't really my area, but as I understand it, an ActiveX control has to
be digitally signed by its developer. You can't sign it after the fact just
because you want to use it. Some details:
