Cannot navigate between cells using arrow keys

Default Cannot navigate between cells using arrow keys

In a worksheet I regularly use I used to be able to move from cell to cell
using the arrow keys. Now when I select a cell and press one of the arrow
keys, the entire worksheet scrolls, but the selected cell stays active, or in
focus. Is this an Excel option that somehow got enabled, that I can disable?

Press the Scroll Lock key again.
