"Wavy" line frame - Vector

Default "Wavy" line frame - Vector

Using MS Publisher 2002 in XP, I need to frame business card details
(I.D. Card size) with a "Wavy line" rectangle.

Is it possible to create such an effect in Vector format using 2002?
If not, is someone able to advise me a method by which I can?
No expensive programme please.

The Vector preference is to enable me to infinitely enlarge the
design without distortion.

To perfect the finished item would it be possible to vary
the thickness of the line?

PS, I am forever an optimist.

Create a grid. In Autoshapes select the curve line tool, draw the "wavy" line by
clicking at the top and bottom of the grid. You cannot do a rectangle this way, but
you can do each side individually and group. The line weight can be changed the same
way all lines are changed. I have attached a small .gif.
