Default Reference Worksheet Location from web

In Excel 2003 or less a hyperlink could be formed as:
http://www.mysite.com/MyExcelFile.xl...yCellReference to
link to anywhere in a workbook. Excel 2007 always defaults to the first
Worksheet and the worksheet location is stripped.
Has any experienced this or have any knowledge as to why the reference is no
longer valid?
Thank you.
