Office Pro 2003 requires at least Windows 2000 SP3, but Windows XP is preferred.

Remove Office XP then try installing Office 2003. If you have Office 2003
Upgrade, you can still remove Office XP but you will need the Office XP CD.
After removing Office XP and if it is an upgrade, run setup of Office 2003
and when it ask for a qualifying product, put the Office XP in the CD
Drive. When it reaches the EULA, remove the Office XP Cd and put in the
Office 2003 CD.

If this still gets the same issue run the Windows Installer Cleanup Utlity
using the following article.

290301 Description of the Windows Installer CleanUp Utility
http://support.microsoft.com/?id=290301

At this point you can install Office 2003. If it is an upgrade, you will
still need to use the steps mentioned above.
