I'm using the below formula and keep getting #VALUE as a
result when D20 is 0 or D20 is blank--what I'm trying to achieve is if D20=0 OR D20 is blank, the result should be a blank cell, otherwise result should be text Outside Local Assistance Redesign Guidelines. =IF(OR(D20=0,""),"","Outside Local Assistance Redesign Guidelines") Can you help me?
