Strange Excel Problem

One of my users is having a problem in Excel I have never seen

1. Running Office repair.

3. Unistalling the whole MicroSoft Office Suite and reinstalling.
4. Running windows repair.
5. Reinstalling Windows XP.

I have done everything I can think of short of reformating the drive
and starting from scratch but that cure seems to be worse the
problem.
Anybody have any ideas are tips I can use?
