Default Downloading prohibited from Microsoft Store

I bought outlook tonight and pushed the download button, and got a "your
security settings do not allow this activity". I have turned off about
everything I can click on and still get the message. I am running Vista and
Office 2007. Help!

I didn't think Outlook was available from MS as a download on its own, only
part of the Outlook suite
