format property

I have changed the property in a report to #,##0.00;-#,##0.00;"";"" so that
it will print decimals and leave null values blank; but it continues to round
off whole #s and prints zeros where it should be blank. Confusing since I
sent it to someone who opened the report and it works properly on their
computer...any idea why?
