Vertical ruler vs margins?

Default Vertical ruler vs margins?

I have a document, which I did not originate, where the vertical ruler shows
a two inch "inactive" section at the top (colored, where white part begins
two inches down). But when I click "Page Layout"/Margins, it shows a .6
inch top margin. How do "margins" relate to the ruler setting?

Default Vertical ruler vs margins?

If you're looking at the Page Layout tab of Page Setup, that would be a
header or footer margin (and 0.6" would be reasonable). If you're on the
Margins tab, then the Top margin should correspond to the ruler (and vice
versa). There's definitely something odd going on in this document.
