Default "Always ask before opening this type of file"

I have installed Outlook 2003 on a Windows 2003 Terminal Server also running
Citrix Presentation Server 3.0.
When a Outlook user receives an Office document within an email as an
attachment or embedded into the email body, a prompt is given to Open, Save,
or Cancel - there is also a checkbox to "Always ask before opening this type
of file".

The "Always ask before opening this type of file" checkbox is greyed out
(disabled) for Office documents and a few other file types.
An email sent to any Terminal server user with a text document attachment
has the checkbox not greyed out (enabled).

Is there a way to enable this checkbox so a user can disable the Open, Save
, Cancel prompt?
