Default how do i split a page in half vertically

I need to split the page in half vertically and be able to enter comments on
the left and answers on the right. Also it would be good if I could underline
each pair and so on.

You can use a two-column table.

I would think that a 2-column table that spans the width of the page would
be the best way to accomplish that. Use rows to force comments and answers
to align. If the table borders aren't wanted, you can turn them off using
table properties (or the borders tool).
