Default Disabling Task Pane

Is it possible to completely disable the task pane.

Even if it is invisible and interface customization is
turned off, it is not hiding.

It is probably a Visio 2003 bug since I have read that from other
post. Does anyone knows how to fixed this? Maybe I can fixed it from
the registry?

Not sure if this is what you mean, but select Tools menu,
Options, View tab, untick Startup Task Pane.

I have tried this one too. The task pane is not loaded at startup but
as soon as I am opening a new visio file, the task pane(template help)
appears.

Try Tools Options General Service Options. Go to Online Content and
uncheck the Template Help option.
