Default inserting a picture

I am using word 2000

When i insert a picture on a new document, the picture is inserted properly and can see the image fully.

But when i insert a picture in my old document, the picture is inserted but can see only the bottom portion of it. Every time i need to adjust its layout at "Text wrapping" as "Top and Bottom" to get the full view.

Please help in fixing this.

Make sure the picture is not inserted inline in a paragraph with Exact line
spacing.
