Default Outlook 2003 - Contacts Folder vrs "TO" button


I am a delegate for my manager's Inbox; Contacts; etc in Outlook 2003.
When I click on the appropriate folders, I can see his contacts,
calendars etc, however, if I click Open/Use Ofhers Folder; and use his
INBOX to send a message as him, and then I click the "To" box next to
the email address line, it only pulls up my local contacts, not his. I
can not figure out why I do not see his from this section. When other
users in my office try the same thing, it works fine. Any help is
greatly appreciated.
