Default error message for margins

I added a border to a letter and got a message that "margins of section1 are
set outside printable area of the page"
I changed the margins to 31 top bottom and sides (from edge), no good. I
tried 4pts from text. NO Good. I changed to 1" Margins and dropped the Border
and I still get the same message. I have a PH desk jest and can print to the
edge of the paper but I still get the same message when I set the printer to
do that, and the border did not print on the bottom.

Default error message for margins

Page borders may be displayed or printed incorrectly in Word 2007.
