Default Eliminate Fax Spam?

Is it possible to create a rule whereby Microsoft fax
will not take a fax phone call from a sender who does not
include a "TSID"?

This would eliminate dozens of Fax spam!

No. When you enable reception that is what the fax service will do. It can't
even distinguish voice calls from fax, let alone spam from legitimate faxes.
