Default Freeze Panes Shared workbook problem

I am using Microsoft Excel 2002, and was wondering if there is away around my
problem.

Currently often in the shared workbooks when freeze panes is used, it gets
stuck and you are unable to scroll down or across from the cells you see on
the page, unless you unfreeze the panes.

Is there any reason why this happens? Is there a away of preventing it
happening? Or is it just an Excel quirk?
