Dial-up connection closes after send/recieve on starup Outlook 200

Outlook 2003 sp1 can't get a consistant dialup connection Outlook express
works fine ,upon opening, the dailup connection does it's thing I get online
send and recieve connection stays up so I can respond if needed.Do my work
and disconnect. I cannot get Outlook 2003 to consistently make the call to
the dialup connection that Outlook express uses. The only combination of
options in the dialup connection settings is "always use my modem" and
"dialup during a background send and recieve". BUT it only connects does a
send and recieve and disconnects. If I make the dial up connection manually
then start Outlook 2003 I can stay on line. Seems as though Outlook 2003
connection to the "connectiod"is at fault?
