Default "Create a new query" option has disappeared, where is it?

I am trying to create a query on an office 2000 database. The database was
created several years ago. Someone else created queries on the same database
with ease. The "create a new query" option has disappeared. This pervents me
from being able to create anything new. Is there another way to create new
querys? This the program damaged? Can anyone shed some light onto the
situation?

Is the database in Access 2000 format or an older format?
