Default TOC to include 3 separate documents

how do you make a table of contents to include 3 separate files?
Does each document have to have it's own TOC?

No, you don't compile the information from individual TOCs. What you
want to do is use RD fields (best take a look into Word's offline help
to get the syntax right) to reference the 3 other documents and then use
a normal TOC.
