Try going to Start | Run and type

shmgrate OCInstallUserConfigOE

Thanks for the links again, the dougknox script did not fix the problem.
The MS article is the same one I found earlier and it does not fix the
problem.

This is what is invoked by Set Program Access and Defaults. It should reset
OE.
