I don't know exactly, what Microsoft uses. But you could use Techsmith's
Camtasia Studio, www.techsmith.com, to create a flash file. Yes, a user can interact with a true Flash file, but I believe the Flash
files Camtasia (by Techsmith) creates are just videos converted/encoded into SWFs. They do have some controls for forwarding, pausing, etc., which are included via some collateral HTML stuff, but they're not interactive in the way most people would think of Flash as being interactive.
