Hello.
I am searching for a way to create automated rtaining video like what
Microsoft's website uses for demo training. Is this a Microsoft tool or a
third party tool. Application name???

I don't know exactly, what Microsoft uses. But you could use Techsmith's
Camtasia Studio, www.techsmith.com, to create a flash file.

Thank you, I will test drive Techsmith and see if it does what I need. Can a
user interact with a flash file?

Default Automated and interactive training

Yes, a user can interact with a true Flash file, but I believe the Flash
files Camtasia (by Techsmith) creates are just videos converted/encoded into
SWFs. They do have some controls for forwarding, pausing, etc., which are
included via some collateral HTML stuff, but they're not interactive in the
way most people would think of Flash as being interactive. For that, you
probably want to look into Flash or Director.
