Default Custom File Property not available (Basic Ed. 2003)?

Online help discusses method of adding, customizing file properties. 'Custom'
tab described does not exist in my Office (Basic) 2003. Is this normal
(Custom Properties NOT avbl in Basic Office) or is Install broken? Is there a
setting I'm missing?
