trying to re-install office 2000. Get error 1933: cannot update

I am trying to re-install office 2000 after an OS re-install and I get the
following error message reported in event viewer and the installation fails

"Product: Microsoft Office 2000 Professional -- Error 1933. The Windows
Installer service cannot update one or more protected Windows files. SFP
Error: 2. List of protected files:\r\nc:\program files\common
files\microsoft shared\web server extensions\40\bin\fpencode.dll"

I suspect the CD might have slight damage or perhaps it is something else.
Anyway, I am stumped
