Windows 98 .pub file isn't recognized by Windows XP
How do I access a .pub file generated with the Microsoft Publisher in Windows
98 in Windows XP Home Edition?

It's not the version of *Windows* that matters - it's the version of
*Publisher*. Which version of Publisher is loaded on the system with Win XP Home? You need to have Publisher installed on the XP machine in order to open .PUB
