How do I access a .pub file generated with the Microsoft Publisher in Windows
98 in Windows XP Home Edition?

It's not the version of *Windows* that matters - it's the version of
*Publisher*. Which version of Publisher is loaded on the system with Win XP
Home? And which version of Publisher are you using on the Win 98 system?

You need to have Publisher installed on the XP machine in order to open .PUB
files.
