You'll get OE6 by downloading IE6. If you have IE7 or 8 installed,
uninstall them and install IE6. Then, once you get OE6 working right, go
ahead and reinstall IE 7 or 8, as you prefer.

IE7/8 do NOT include Outlook Express any longer. Instead they use Windows
Live Mail, a similar but less functional replacement for OE. That said, it's
plenty functional for most people (WLM that is).
