Default Help building a manual?

I am building a new Safety Manual for my company. I have 13 different
sections to include in this manual.

I am new to building! How do I create different sections? I have about 20
pages per section?

How do I put Headers and Footers for each section with different information
in it?
eg: Section 1 H & S General (header) Page # (Footer) then Section 2 H & S
Hazards (Header) etc, etc,

Any other advice would be greatly appreciated or assistance on how to create
this like a book.
