Best bet is to purchase a retail edition from anyone but Microsoft as they charge the full freight. http://www.amazon.com has excellent prices and free shipping.

Have your friend check with the Academic Institution where he is attending. They often have an arrangement where students are entitited to the full Professional edition at academic prices, most less than $100. Have your friend check the campus bookstore.
