outlook folders can not be opened

Default outlook folders can not be opened

Out look 2003 SBE will not open a PC. error message is "Cann not start
Outlook. Unable to open Outlook Window. The set of folders could not be
opened."

I think this had to do with the shutdown of a inhouse exchange server and
change to to POP mail for this machine last week. Now outlook will not open
at all. Tried to detect and repair using installation disc. Failed. Tried
reinstallation using installation disc. failed. Tried to use system restore
to restore prior to modifications to use inhouse exchange server- was only
used for three weeks. also failed. Can not open Outlook to make any program
modifications.
