Junk Mail feature not working- Outlook 2003

Default Junk Mail feature not working- Outlook 2003

My Junk Mail settings are not working. I went to Microsoft forums and found
Outlook Spy as suggested by one of the moderators. I installed it and
deleted the Junk Mail category as suggested. I closed Outlook and reopened.
It worked for a while then I started getting Junk mail in my Inbox again. I
have uninstalled and reinstalled the Outlook Spy and still no progress. Any
suggestions? Should I completely take Outlook off my computer and then
reinstall? It is Outlook 2003 and I loaded it from a CD. I have had it
loaded for 3 years without any problems until now. I have recently
downloaded Microsoft Visual Web Development software. Would that have
anything to do with it?
