Default 'Allow rows to break across pages' not working properly

Hello,

I am using Office 2003. When I deselect 'allow rows to break across pages'
my tables still break. I have to select the rows again and then select 'keep
with next' under paragraph settings. Why isn't the tables properties working?

Default 'Allow rows to break across pages' not working properly

The "Allow rows to break" setting applies only to breaks within the rows; it
does not control breaks between rows, which, as you've discovered, can be
prevented using the "Keep with next" setting; for more, see
