Just like any other application; depending on your version of Windows, use
the Add/Remove Programs or Uninstall a Program applet in Control Panel.

Understand, but do I need to "Remove" the entire Office 2007 Suite, or is
there an easier way just to remove Outlook

It depends on what you are trying to achieve with reinstalling Outlook in
the first place. If you suspect an installer corruption, it will remain when
you would just take out Outlook out of your installation. For that you'd
need to completely remove Office first. For most of the other things, a
reinstall of Outlook isn't going to help you anyway as you are probably
trying to resolve a configuration issue. But that's just a guess of course
without knowing any details.
