Default Formatting bar is "grayed out", Can I get it to work?

Hi,

When sending a new message I have full access to formatting through the
"formatting bar". When I hit reply to an old message or sending a new news
message I am unable to do and kind of formatting! When I go to
ViewToolbars, the Formatting bar is grayed out and it can't be applied.
Also the "font" option is grayed out if I try to format by right clicking on
a word within the message body!

Is this normal in OE or do I have a problem that can be fixed? Thank you for
your time.
