when i open outlook i get a message saying outlook has encountered an error
and needs to shut down. i say ok and the program shuts down and restarts with

appearing and that has done nothing to resolve the problem. what do i do next?

I hope that this same issue i too faced, It may helpful to share with you

Problem:
When the out look trying to donwload the recent mails automatically raise the error and shutdown and restarts again same error will come.. My Environment is Outlook 2007 and Exchange 2007

I too googled aloot for this for a quite long time after all the tries i found that one mail having problem to download, because of that mail its getting restarting, so for that i logged in to my mail through OWA then i have deleted the very recent mail then i started the out look then its working without any issues so may be in your case also just checkitout once..
