how do i set my paper size to 11x17

If you have a printer selected in the FilePrint dialog that has the
capability to print to that size paper, it will be available under the Paper
tab of the FilePage Setup dialog.

You do not actually have to have the printed physically connected to the PC,
but it must be installed under the Control Panel Printers and Faxes utility.
