Default Add a new bullet point to the previous level

This has always been a problem, that I can't figure out.

I am working in a bulleted list in PowerPoint.

I start with a level 1 bullet. Add my text

Hit Return then tab, to start a level 2 bullet under the level one bullet.
Add my text.

Hit Return and get another level 2 bullet, but I don't want a level 2
bullet, I want to start another level 1 bullet.

In MSWord, all I have to do is hit return to create a level 2 bullet, then
tab to change it to a level 3 then backspace twice, and it reverts to a level
1, but that doesn't work in PowerPoint.

Am I going to have to go back to the first level 1 bullet, hit return to
create another level 1 bullet, then copy and paste the original level 1
bullet, (which by the way has now become the second level 1 bullet)?

That is ridiculous. For all the complexities of the program, for all the
little tricks and ins and outs, is there no simple way to go from a level 2
bullet, and start a level 1 bullet below it?
