Default "Empty the Deleted Items folder upon exiting" Option Grayed Out

Hello,
I run Exch 5.5 with Outlook 2003 clients and noticed that particular
settings are grayed out in Outlook 2003. One in particular is the "Empty the
Deleted Items folder upon exiting" option under menu - Tools - Options -
Other. How is this item configured? What controls the option being
grayed-out? Thanks for any assistance.
