Default "Information store could not be opened"

I am trying to set up an e-mail account in Outlook 2003 on a 64 bit machine
running Windows 7. I have tired this many ways, so I will generally describe
the basic scenarios:

1) I open Outlook without an e-mail account setup in control
panel---mail...the wizard in outlook takes me through the process of setting
up the account...the test is complete in the configuration wizard as though
the mail account worked...no luck, I get the error message telling me "the
information store could not be opened"

2) I set up an e-mail account in control panel--mail...i get the same message

I have tried setting up different user profiles and using them, specifying
the .pst to use...neither way seems to work.

I think I am not linking to the appropriate .pst file, but unfortunately, I
am stumped.

Which mail account type are you using?

Also make sure that you have Service Pack 3 and additional updates have
installed for Office 2003 before trying to configure Outlook.

Once you've updated Office, start with a new mail profile;
