Default LOOKUP function

When I use the LOOKUP function with the following
argument =LOOKUP(D4,$A$28:$A$47,$B$28:$B$47) where
D4=3.6 and the lookup_vector and result_vector looks like
this
A B
28 0.0 2.0
29 1.5 3.6
30 2.0 5.0
31 2.5 6.8
32 2.8 7.4
33 3.1 8.0
34 3.4 8.7
35 3.7 9.0
36 4.1 10.3
37 4.4 11.3
38 4.8 12.5
39 5.1 13.5
40 5.5 14.8
41 5.8 15.8
42 6.1 17.0
43 6.3 18.0
44 6.6 20.3
45 6.9 22.2
46 7.2 24.4
47 7.5 26.7

I get a #N/A returned. Any ideas?

Is there something with my formatting that is giving me
the #N/A instead of 8.7?
What do I need to do to fix this? I have tried formatting
it as general and as number; neither clears up the problem.
